Fan issues with a RTX 3060 Ti

Hello,

I just received my 3060ti, I plugged it in but when I start my PC, the fans don't turn on.
I have a 600W power supply, the only way to get them to work is by using the MSI Afterburner software, but when I shut down my PC and turn it back on, the fans don't activate.
My graphics card is a 3060ti from MSI Gaming Z Trio.

Configuration: Windows / Chrome 93.0.4577.63

    Better if they don't spin, unless you like the noise; there's no point in the PC fans running with components that are idle, everything should be configured in semi-passive like graphics cards, that would be wonderful, but no, it has to be done manually for the CPU and other case fans.
