Stuck on time remaining estimation for iOS 13.1.2

Hello, I come here in the hope of finding a solution that has been elusive until now, no useful help on several forums.
Since the iOS 13.1.2 update became available, my iPhone 7 is stuck on "Estimating time remaining..." with the settings logo just to the left spinning.
I have TRIED EVERYTHING I could find on the forums, restarting the iPhone, force restarting it, resetting the settings, all settings, network settings, in short, I have tried everything, I also connected it to iTunes but nothing works, plus I cannot delete the update since I can't find it in storage.

The update stays at "Estimating time remaining..." for about 15-20 minutes before starting because the update is about 3.7 GB.

The update has been available for several days or weeks, it's since the moment it became available on the platform that my iPhone has this problem; my phone is at home every day, when I work it stays at home. In short, the network is not the issue, otherwise I would have resolved it. This is a problem that no one has complained about on any of the forums I've consulted.
