It's not possible.
Updates are automatically offered (you can search for them in your iOS settings).
=> If it tells you it’s up to date, it is “up to date.”
=> That means your iOS is considered “obsolete” by Apple.
=> The latest version on the market will not install (July 2019: iOS 13).
However, it is possible to bypass Apple's planned obsolescence, that is, by “forcing” the installation of the latest compatible version. (Currently, most versions compatible with iOS 9 work perfectly).
