On a PC, the creation date shown in the properties is the date the file was created on the storage medium (the date when we copied this file onto the computer, not the date the photo was taken).
The modification date obviously varies if there is one (resizing...) but also if the name is changed, which is quite common for photos taken by a portable device that otherwise have an impossible name.
The metadata "Taken date" when you hover over with the mouse or in the file details is not constant for obscure reasons; I suppose that when it is absent you must then retrieve it using an appropriate metadata extraction utility.
