How to format my PC from the BIOS

Hello,

I have a Packard Bell EasyNote PC running Windows 7 and my problem is as follows:

I cannot access my desktop. I tried to revert to a previous backup, but nothing works; it's even worse now as I am getting the following messages:

- The installation program is updating the registry settings...

Then

- The installation program is starting the services

Then a problem arises with a small window that opens with the following message: (Windows could not complete the system configuration. To attempt to resume configuration, restart the computer.)
So I click on OK, but it’s always the same; it restarts and gives me the same messages. It seems like something is preventing it.

I would like to know if it is possible to format it from the BIOS even if I have to lose all my data; that's not a problem.

Or what steps I should take to format my computer knowing that I cannot access my desktop and that I am not very skilled with computers.
Please help me if you can, thank you in advance.

Hello,

try to start the factory reset:

boot your PC while holding down the ALT key and simultaneously tapping the F10 key

this should take you to the factory recovery menu
