I looked at the tutorial for HP on the website, but it tells me to press F11 at startup to access recovery, and that doesn't work. Try: turn on the PC and then press the escape key when the message Press the esc key for Startup Menu appears at the bottom, press the F11 key (Press F11 for recovery) to restore, which should also be displayed on the screen.
This loading takes several minutes.
Click on System Restore in Recovery Manager and follow the on-screen instructions and see.

Yes, I have this problem when I turn on the PC, the F11 key activates in the bottom left but then returns to normal, and I don't have the recovery option appearing.

No need for F11; just go to your recovery menu, and there you'll find a link that will offer to reinstall to factory settings, and it will do all the work. Don't forget to back up just before.

But if the PC suggests solutions and every time it says it cannot restart properly? What should be done? F11 does not work and all the solutions it offers do not work, and in the end, I cannot access the start menu since it does not start. Thank you for your help.

way too many things installed
software that I need to install doesn't install correctly (missing window in the software)
when using IE or other browsers, certain parts remain blank which is not practical when we have to enter information.

You can always delete the old backups.
Then remove via Programs and Features any that you don't want.
Except for the system folders.

On your computer, it may not be the F11 key that is defined for this task. So try again, but with the other F* keys (F1, F2...).
