Recover file after emptying the recycle bin?

Hello, in my case I had 3 videos from my nephew's fancy-fair, I uploaded them to Dropbox and gave the links to his mom. I thought she had already downloaded them. Four days later, I decided to delete the files, and unfortunately, I emptied the recycle bin a bit later without thinking. Today, the mom contacted me saying that the links no longer work... and yes, she hadn't downloaded them. So I performed a Windows search for the 3 files by name, and all 3 videos were there but corrupted in a format like f3U8DUUdu4u8nud. I moved the videos to my desktop from this search bar, the video worked but the sound was at 10kb/s, no sound at all, nothing. Luckily, I managed to convert the videos to .mp4 using Format Factory and made a few tweaks with Audacity for the audio track. As a result, the videos came back from the dead. It's the first time I've been able to do something like this, I’m on Windows 7.

create a new account on your administrator and with this new account you will find a new recycle bin.
with this recycle bin, the data sent to the recycle bin is there.

I was able to recover gigabytes of data that I had sent to the trash and then emptied.
However, be careful not to write to the disk in question between the moment you empty the recycle bin and when you try to recover your files.

I'm RCT3 (crack), as I had a mega bug, I deleted the game to free up some memory.

First, don't save anything else on your disk or it will take up space in the cache memory
and use the PC Inspector software to restore folders emptied from the recycle bin.

My problem is the opposite: I often delete compromising files, and I live with the anxiety that someone in my family (since I don't have a personal computer of my own) could recover them and find out things I'd rather not reveal.

Is there a data-wiping software that can permanently clean the recycle bin??

Recuva recovers....but none of what I had :-( . Unknown images.... I'm sad.
