Visual C++ is optional, a version thereof may be required by certain software but if you don’t have the right one you’ll find out immediately, the software in question crashes, notably when asking for the appropriate DLL.
Since Windows 10 and 11, there are Visual C++ security patches that are integrated into Windows Update and which therefore have no reason to be updated with or without CCleaner, but as far as I know there are no intermediate versions and therefore no updates.
There exist installation scripts for such a Visual C++ version which I would be surprised if they are integrated into CCleaner and which are perfectly silly: there is no reason not to have such a version claimed by such software, and even if that is the case it is a choice, no “utility” is justified to cry about it.To take a more illustrative example, the old PowerShell versions and the new ones are incompatible, which leads enthusiasts to sometimes run both simultaneously.
Similarly, several Visual C++ versions can coexist on a computer depending on the needs of the software, but since this is a development tool, it would be counterproductive for one of these versions to be updated while waiting for the next, which would surely cause the software written with it to crash.
