You are mentioning 2 different problems:
- Your title: "CD/DVD drive tray does not open on a Mac G5"... refers to an issue with the CD/DVD drive opening... in this situation, the usual solution is to hold down the mouse click while restarting the Mac, in order to force the tray to eject and open...
Whereas:
- your message "My Power Mac G5 displays power saving mode what to do thanks" refers to another problem that seems to be related to a connection issue between your Mac and an external monitor, or it seems that the external monitor is not receiving the video signal from the Mac, which suggests possibly a cable or connection issue between the Mac and the external monitor, maybe also an issue with the internal graphics card of the G5 ...?

In principle, you force a restart by holding the power button for a good ten seconds. While holding down the C key, you force the startup from the CD, which should allow the tray to open.
But hey, I'm quoting this from memory, I'm obviously not in a position to test these manipulations. As for the energy-saving mode, it shouldn't block the operation, the Mac should "wake up" automatically. I don't really know what to make of it here...

Thank you for your responses, but apparently the screen issue is not resolved. I have three screens that work on another PC and with several different cables, so the problem lies elsewhere. The same goes for the graphics cards that I have changed and reinstalled. Maybe it's a battery issue. I'm still looking. As for the case panel and not the drive itself, nothing has changed even with the mouse. I'm really in a state of uncertainty.
Especially since it used to work and I don't remember getting rid of the graphics card at the time, so by reinstalling compatible graphics cards, everything should work. I would like to avoid having to take the device to a repair shop as it seems on paper so simple to solve...?
