Hello,
In GIMP 2.10.38, an "Action GEGL" window opens when I click on an image I just pasted: how can I close this window to allow me to move the floating selection before anchoring it?

When you open a "GEGL Action" window in GIMP, you can close it by clicking the small cross at the top right of the window itself or by clicking on the GEGL icon in the layers window list.
To move a floating selection before anchoring it, use the move tool, which is the icon that looks like a cross with four arrows. Click on the floating selection and move it as you wish. Once you are satisfied with the position of the floating selection, go to "Layers" and click "Anchor Layer" to anchor it.

Actually, none of the actions you suggested worked, and I solved the problem by completely uninstalling GIMP and reinstalling it. Indeed, the malfunction was due to an incomplete uninstallation of a previous version of GIMP.
