[GIMP] How to create a layer from a selection?

Hello,
I would like to know how to create a layer from a selection?
For example: On the Windows 7 logo, I want to remove the blue part (at the bottom right) so that it becomes a new layer and I can move it wherever I want.
What should I do? I just outlined this blue area with the <<freehand selection="" tool="">> (the lasso), but once I've done that... I'm lost.
