I receive calls from this number and there's no one on the line… I get called multiple times. Even when I block it, they call me… Reverse directory doesn't work…. Do you know this number? Is it a scam?

Not having a directory of our fellow citizens, which is prohibited (or at least subject to strict conditions inaccessible to a forum), we cannot provide you with information.
Especially since phone scammers of all kinds purchase series of numbers that their robots use to generate these nuisance calls.
We are all witnesses and victims of this, and if a free solution existed, we would have implemented and communicated it a long time ago.
There are only filtering and blocking devices (black and white lists) available in stores (between 15 and 50 euros).
Type "call blocking device" into a search engine.

This is not an individual number nor a specific telemarketer number but part of the authorized range 0948 for telemarketing numbers.
It can easily be blocked on a mobile line via the Orange phone app.
On a landline, it's a different story; I haven't found an effective solution to have peace other than to permanently unplug the phone.
Received notification from Orange:
Dear user,
We inform you that the automatic blocking of calls reported by the community will soon no longer be available within Orange Phone.
There you go, unwanted calls will be free to pester you...
I didn't have the right to that, but if it's confirmed, it's lovely.
There are other applications, but this one is practical, efficient, and "inexpensive."

Either they believe they shouldn't incur costs for this purpose, or there have been pranksters "reporting to the community" their neighbor or their mother-in-law, even though, despite being malicious, their number is not inherently so.
I haven't had to do this for a while, but I recall that there is no other option to block a number that has crossed the filters than to go through this "community".
The question is whether legitimate marketing numbers that do not fall under any community will continue to be blocked, as they still account for the majority.
We also have, if I remember correctly, a problem with the blocking range since we can only set one, and this will pose a problem if, as I have encountered, a now-illegal telemarketer uses multiple numbers within the phone's own range.
