Numbers starting with the prefixes 09-70 and 09-77 are "Skype" numbers based in France.

As such, you pay the price of a local call if the caller is in mainland France.

It is a paid commercial service number, or it could possibly be a personal line number from Free (but there is little chance of that even if the numbers start with 09).

06 = mobile
07 = mobile
08 = premium rate
09 = box! Many phone numbers for boxes have changed to 09!

If you call using the F.T line, you pay for the call; with the 09, the call is included in the package.
