PCI Express 4.0 Issue on MSI B550 Mortar

Good evening everyone,
I hope I'm in the right place to ask my question as my problem involves several themes:
I built a PC six months ago on a new motherboard (MSI Mortar B550m wifi) with a new processor (AMD Ryzen 9), 32GB of Corsair Vengeance Pro RAM, and since the motherboard offered the concept of NVMe SSD in PCI, I added a 500GB M2 NVMe stick for the OS. Until now, I had simply used my old graphics card (GTX 970).
I bought an RTX 3060Ti this week and I'm excited to receive and try it out. However, ever since, I haven't had any signal on the screen, so I looked until I found the manual for my motherboard and discovered that the new generations of GPUs in PCI Express 4.0 can only be used if I do not use the NVMe SSD (who knows why).
This makes me think that the motherboard might be preventing the graphics card from working because it's 4.0.
Okay, I thought, no worries, I'll set up a configuration with SATA SSD later and put my old graphics card back in the case. And then surprise... Same thing! No signal! And this has been happening since I first plugged in the new card.
I tried removing the NVMe SSD to see if anything changed, but nothing at all.
The problem is that without a signal (I specify that I'm using HDMI), I am unable to access the BIOS and check the boot, etc.
The PC physically runs, but nothing happens. No boot and no HDMI signal.
I hope someone knows this issue; maybe I can reset my motherboard to factory mode? But how?

Where did you get that from, especially since the Ryzen 9 doesn't have an IGP? Even if the CPU had an IGP, having a dedicated GPU would disable the IGP.
This is probably a problem with the graphics cards not being reseated properly.
Note:
The MSI Mortar B550M Wi-Fi motherboard and the RTX 3060 Ti both support PCIe 4.0.

I doubt you found that in your motherboard manual. What is possible is that the presence of an M2 SSD disables 1 or 2 SATA ports, depending on the motherboard, as has already been mentioned.

So I admit I have rarely dealt with AMD CPUs in recent years. I was under the impression that if your motherboard has an HDMI port, it can display at least the image on the screen regardless of the IGP. Thank you for this confirmation; I didn't know that.

PS. Apparently, on this motherboard, there are 2 M.2 ports. The obvious one with the heatsink and a 2nd one that is lower down. Indeed, if you install an M.2 SSD on the latter, the 4th PCI-E port, wired in 4X, is disabled. Finally, I assume you plug your GPUs into the 1st PCI-E port in 16X and not into the last one in 4X, and that your M.2 SSD is in the 1st M.2 port. In this case, there should be no interaction between the SSD and the GPU.

Hi,
First of all, you need to connect your HDMI to the motherboard and not to your GPU.
This will at least allow you to check if your PCI-e slot detects your graphics card via the BIOS.
Also, make sure you pass the POST of your BIOS; otherwise, it's a different issue. Motherboards often have LEDs and/or a small display panel with informational codes that let you know where you stand during the POST, which can lead to a whole different problem, usually related to the PSU (power supply unit).
Check that the cables from your PSU to the GPU are properly connected; this kind of black screen startup happens regularly because of that.
I don't think it's a PCI-e 4.0 issue because all graphics cards work fine on PCI-e 3.0, and nowadays, no software supports such bandwidth. Moreover, my motherboard should have an update for PCI-e 4.x in early 2022, so that's really not an issue for now.
I also have a monster (Nvidia 3090) and have encountered no problems with a PCI-e 3.0 slot.
NVMe slots generally disable certain SATA ports and divide the speed of the second PCI-e 16x slot by 2. The first slot is usually dedicated and suffers no reductions.
Therefore, you shouldn't worry about your configuration idea; it's correct.
You just need to check where your issue lies by eliminating components in order.
