Hello, your question is not very precise, so I will answer it in several ways.
By voice:
You can mute someone by right-clicking on the person and checking the box "Mute". You will no longer hear this person, but other people will.
On a server, if you have permission, you can also check the box "Mute on the server" so that no one can hear them anymore.
In writing (text channels):
In the server settings, you can create a role where the "Send messages" permission is disabled and assign that role to the person you want to mute. Make sure to configure the permissions correctly to prevent anything else from allowing them to send messages.
Some bots also allow you to mute someone by automatically giving them the role using a command.
Likewise, for voice channels, you can disable the "Speak" permission so that the person with that role is mute.

How can I make the muted role take precedence over other roles? I'm experiencing this issue at the moment.
