    It's the waste ink tank that is almost full, you can try cleaning the printer head nozzles or resetting the printer, do a Google search for "waste ink tank almost full MG6450" several solutions can be found there.
    Here’s what Canon says: 
    1700 - The orange light blinks 8 times
    Description
    The waste ink tank is almost full.
    The ink absorber absorbs the ink used during cleaning. To keep printing optimal, the ink used during cleaning is absorbed by the ink absorber in the printer.
    Resolution
    To resolve this issue, you need assistance from an authorized Canon service center.
    If the error message still appears, it is then necessary to send the printer to an authorized repair center.
    If the printer is still under warranty (generally one year after purchase) and the associated documents are provided, a free repair will be carried out.
    If the warranty has expired, any repair will be chargeable and fees will apply.
