Windows 10 fails to start.

Hello, following a power outage the Windows operating system won't start anymore, I have the manufacturer's logo at startup and after that the screen goes completely black, I can access the BIOS/UEFI boot menu by pressing F11 during startup and that's it. I tried changing the boot order by putting the HDD where Windows is installed first but nothing helps. When I go into the boot menu at startup and press the hard drive where Windows is it shows me a "secure boot violation", is it because of secure boot that Windows 10 refuses to start?

And also when I try the technique where you have to shut down 3 times during startup to access safe mode it doesn't work, it only shows a message with my config info and a message that says "all settings were reset to default values", "press F1 to Run Setup", "press F2 to continue", when I press F1 I can access the BIOS/UEFI and when I press F2 it shows me a black screen with a blinking _ that appears and disappears immediately.

What should I do?
