Change the monitor refresh rate

Hello,
I feel like crying. I've been wandering from forum to forum for four hours because, for no reason, my screen resolution has changed and now everything is too big. I've tried EVERYTHING (please don't tell me to right-click on my desktop...) to fix my problem: changing the resolution, updating my drivers, blah blah blah.
I found out that my screen has a maximum resolution of 1680x1050 at 59 Hz, but this resolution option is not available in the list since my refresh rate is locked at 64 Hz. I'm trying to change it, but it is literally BLOCKED at 64 Hz. Even with Power Strip, the option is greyed out even though the software itself tells me that the max resolution is the aforementioned values. SO. How can I change this damn refresh rate with Windows 10 to make my screen normal again???
I haven't downloaded anything, no games, no updates, I don't know why or how this happened, but I'm tired of searching and going in circles. :'( Please help me!!!!

Open "Settings" by pressing the Windows button + I.
Click on "System" and then on "Display" on the left.
On the right, click on "Display adapter properties" as shown in the image below:
Then, in the window that opens, click on the "Monitor" tab and try to change the frequency at the bottom as shown in the image below, then confirm by clicking "OK":

Look on the right side to see if the scaling and resolution of the screen are set to the default (recommended) values. If not, set them to the recommended values.
Ex.: In the image below, the recommended scaling is 100% and the recommended resolution is 1366x768.

Yes, I've played with my monitor's settings, and I've already tried all the suggested resolutions. The recommended one is terrible, and I have no option to set the resolution that should be mine, which is 1680x1050. I've really tried everything; I even performed a system restore. The refresh rate is the problem, how do I change it?
