Keyboard and mouse inactive after startup

Well... usually I manage to handle it when I have a problem with my machine, but this time I don't understand anything, let me explain: This morning I was on my PC, I wasn't doing anything special, and suddenly my screen froze. I waited a bit thinking it would pass ( spoiler: it didn’t) so I restarted it and once on the login screen my mouse was stuck in the middle of the screen and my keyboard wasn't responding. I rebooted in safe mode, same result...
I went to check in the BIOS, keyboard and mouse detected
To summarize, my peripherals work at the beginning of the startup and in the BIOS, but once on the login screen, nothing works. (More specifically, at the moment when the Windows logo appears, I can see it on the keyboard as the LEDs turn off on the keyboard and mouse)
My config:
Processor: Intel Core i5 3570 3.4GHz
Motherboard: Asus P8B75-V
Graphics card: Asus GTX660
RAM: Corsair Vengeance 8GB (2 x 4GB) 1600 MHz C9
HDD: WD 1TB (x2)
OS: Windows 7

Edit: Of course I tested my peripherals on another machine, they work, and I tested all my USB ports, same result every time.

    Well, let's check the BIOS.

    You should have an option to reset the BIOS values to zero, do that and then check that the option enabling USB devices on boot is activated (I forgot the exact name ...)

      BIOS values reset to zero, after restarting I have a new menu with lots of options:
      Repair your computer
      Safe mode
      Safe mode with networking
      Safe mode with command prompt
      Enable boot logging
      Enable low-resolution video (640x480)
      Last known good configuration
      Directory service restore mode
      Debugging mode
      Disable automatic restart on system failure
      Disable driver signature enforcement
      Start Windows normally

      Try starting Windows normally (it's the menu you should have reached by pressing F8, didn't you have that?)
