PC blocked with virus warning

When I turn on my PC, a system scan says my PC is infected and redirects me to a site to pay for extending the antivirus shipped with the PC. But I have installed NORTON, which according to its scans finds no threat. How can I get rid of this systematic scan?

    Hello as well...

    It's phishing/hook, you accepted a notification in your web browser on a shady site, you just need to remove it in the notification settings of that site.
