Euh sorry to disagree but it seems to me that we can change the keyboard layout without having a French system in:
systemsettings (Menu K > System settings) > Region and Language > Keyboard Layout

You need to install these packages:
ii kde-i18n-fr 3.5.6-0ubuntu2 French (fr) internationalized (i18n) files f ii language-pack-kde-fr 7.04+20070601 KDE translation updates for language French ii language-pack-kde-fr-base 7.04+20070412 KDE translations for language French
In practice, this means running:sudo aptitude install kde-i18n-fr language-pack-kde-fr language-pack-kde-fr-base

It's just two different ways of doing it,
1) either you load a different keyboard map in the regional settings of KDE as Yoan indicated,
2) or you install the French pack as I mentioned in post <2> which reconfigures the keyboard map for you. Personally, I applied the second method, which particularly means that for me the "enable keyboard layouts" box is not checked.
The main thing is that the problem is solved...
