CPU at 100% constantly: which services to stop?

Hello!

I really only have problems with my PC, coming here to ask so many questions! Forgive me ><

I recently completely formatted my PC, just to start from scratch, hoping, naively, that my PC would run like the wind. In the end, it's still the same, just as slow, with quite a few problems, I wonder if it was worth it!

The biggest problem: the CPU is always at 100%. It's very rare for it to drop below that, in any case, it never leaves the range of 90%-100%, so my PC is like a real snail, or even it freezes like a still image because it can't take it anymore.

I then looked for who was more or less responsible in the task manager, and it's Windows itself! At least one of its services "Host Service: Local System" goes up to 50%!
So, I was wondering if some of the services could be disabled without causing problems (because when I fiddled with it a few months ago, I couldn't use my PC anymore after stopping the wrong service, but it was more fear than harm!)

The list of services is very long in total, but for the category that spikes the CPU, there are:
IP Assistance
Microsoft Account Connection Assistant
Group Policy Client
Kernel Device Detection
Application Experiences
Computer Explorer
Application Information
Windows Management Infrastructure
IKE and AuthIP Key Modular Generation
Task Scheduler
Server
System Event Notification Service
User Profile Service
Background Intelligent Transfer Service
Theme
Windows Update

I also wanted to ask why I have 7 Google Chrome services and 14 svchost open in "details" and if there are things that can be disabled there too (because I find that quite strange) and especially how, because for the svchost, I've already tried, but it keeps coming back.

There you go, sorry for the long post, I hope someone can help me with this rather annoying little problem :)

Hello,

Install and run Adwcleaner.


You run the scan, and delete everything it finds.

Then do the same thing with RogueKiller.

Stop Windows Update and see if there's any improvement.
It is known to cause this kind of problem.

Is it really a Windows 8 that you reinstalled?

I stopped Windows Update, the CPU usage went down, but it still often spikes to 100%.
Now it's "Windows Driver Foundation - User-mode Driver Framework Host Process" that spikes to 40%-50%, and services in "Service Host: Local System (Restricted Network)" at 30%-40% when it's at its peak (which is often).

I didn't really reinstall Windows 8, it happened by itself (since I also don't have the CD), but I was already in the same mess at the very first startup of the computer last year, so I wonder if it wasn't done on purpose...

Is it on Windows 8.1?
Check, Control Panel > System.

If not, install it.
