PC stuck at updates 100% completed do not restart

Hello,
I just bought a Medion PC, yesterday I turned it off and it was updating, this morning I turned it back on and it says updates 100% completed, do not turn off your computer
it stayed like that for over an hour so I turned it off
I wanted to restart it in safe mode but that's no longer possible on Windows 8
I would like to do a system restore if possible to eliminate this problem
how can I do that?

To access recovery or safe mode, you need to turn off the PC during the Windows boot three times in a row, and on the fourth restart, it will display the advanced startup menu.
To turn off the PC, do it when the boot screen appears (the blue logo may be replaced by the manufacturer's logo).

If other people have this problem, don't get discouraged and disconnect the PC if necessary
