Screen Color Stop in Progress

Hello,

I’m reaching out because despite changing the color of my theme (for the Start menu), the color of the "Shutting Down" screen remains the same.
On my other PC with Windows 10, it doesn't bother me as it’s a basic blue. But on this one (HP ENVY17), it’s an old faded pink that I really don’t like at all.

Do you have any ideas on how I could change this color?
