Create an image for cabochon

Hello, I would like to create images to put in 20mm cabochons, but I don't know how to go about it.
I would like the possibility to add any background and any text.
Here is a photo to see what it looks like, for example

Hi,

with Photofiltre 7 (free), you open a photo, take the circular selection tool, and draw a circle the size of your medallion. Right-click inside the selection, Copy, then Edit Menu Paste as Image. You can then paste it on a colored background or another pattern.

So I tried, but when I print it, it comes out huge!!! lol! What size should I set on the screen to get something that's actually 20mm?

resize your image from Photofiltre Image menu image size.

Actually, when I read your thing again, I need to start with a photo... except that I want to start from scratch... I want to create the circle, add a background, include text, and get a result like the one in the photo... do you see what I mean?

especially don't change the transparency level because with pf7 the layer goes to 256 colors
