It’s a bit short.

There are 3 types of Microsoft Office licenses to purchase: OEM, retail, and volume, the latter generally not being valid for individuals.

Each can have several activation modes.

Historically, as its name indicates, OEM is tied to original hardware; nothing in the EU since the CJUE 2012 ruling prohibits its resale and installation on hardware that has never had it.

It is, of course, as you point out, forbidden to use these licenses (except volume) for multiple devices simultaneously (also except licenses sold for 2 or 5 seats), but there is nothing to prevent uninstalling from one device to install on the same or another, as long as activation makes it possible: this is the case for those registered to a Microsoft account where you just need to perform the operation, but not for a certain number of online licenses that only activate via an anonymous automated phone system making deactivation impossible.

Let us remind that if reactivation is impossible, you can find this type of disposable license for less than €1, and regarding free alternatives, it is not enough to reproduce and, as it is also my case without having tested it, a CCM press release to become true: the reality is much more nuanced and shows advantages and disadvantages of Free Office and LibreOffice which can be decisive for a given user, and we cannot state that one is better than the other or not.
