Hello,
Due to technical issues with Free (ADSL), I would like to switch to a fiber provider.
I have "tested my line" with Bouygues and Numericable
and they tell me I can benefit from a speed of 30 mb/s.
Is that correct? Will I be able to watch HD videos on YouTube, for example?
Play on the console? Without lag??

Hello. 30MB/s is more than enough; YouTube streams its Full HD videos at 10MB/s.

30Mbps = 3.75Mops theoretical.

So we start with 1.5MB/s actual. A HD stream is about 1.0MB/s so yes, it's good.

I still find it quite funny that fiber is marketed as if it provides 200Mbps when often, people only get 20, which is the maximum that ADSL can offer!

  It's just a misuse of language... they speak in Megabits (millions of bits) and we speak in MiB, which is 2^20 bytes knowing that one byte is 8 bits.
  
  If tomorrow an operator comes to you and says: I offer you 30 MiB, you will refuse, because you don't do the conversion into "commercial" value... because let's be serious... no one counts their speed in bits/s anymore.

  In technology comparisons, it is well shown that fiber goes up to 200m and ADSL up to 20m. So regardless of whether it's byte, bit, or octet, it's a 10x difference.

  I didn't quite understand (also a unit error...)
  Fiber: generally from 100M to 800M (Megabits per second)
  ADSL: generally 20M (Megabits/s)
  
  1Mio/s = 2^20 * 8 bit/s = 8388608bps = 8.388Mps
  
  Beware of units and conversions!!!
  
  1M/s = 0.119Mio/s
