my external hard drive keeps blinking green regularly, but the PC does not recognize it 

I tried on a desktop PC and a laptop

    Hello,

    The cable may be defective; in that case, it may "send" enough current to power the LED but not enough to ensure data transfer.

    If this is an HDD, check whether it makes clicking noises when you bring your ear close to the disk (if so ---> mechanical failure)
