Hello,  I tried to figure it out as best as I could, but I can't manage to type a c with a cedilla on a QWERTY keyboard.   Configuration: Windows 7 / Chrome Indeterminate

Go to the insertion
click on function (it's located to the right of your Ms Word window)
In the box that will appear in front of you, you will see all the objects or symbols and all the functions that are sometimes not on your keyboard,,,,And pick up the C cedule.

In Word, if you go to "Insert" and then "Special Characters," you should find the ç.
Otherwise, there is a way to do the same using the Alt key pressed down and then a 3 or 4-digit code.

ç is Alt+135
