Pour changer la langue de Windows 98 de l'anglais au français, suivez ces étapes :
1. Cliquez sur le menu Démarrer.
2. Sélectionnez “Paramètres” puis “Panneau de configuration”.
3. Cliquez sur “Options régionales”.
4. Dans l'onglet “Général”, choisissez “Français” dans la liste des langues.
5. Cliquez sur “OK”.
6. Redémarrez votre ordinateur pour appliquer les changements.
(Note: Assurez-vous d'avoir installé le pack linguistique français si nécessaire.)

So for Win98 I'm still looking, but for XP I've already done it and it works well:
For XP-32bit: You need to modify the installation language of the system in the registry to force XP to the desired new language (the list of language codes is easily found online). Reboot the system. Install SP3 in the desired new language. Reboot the system.

In both cases, the system is translated at about 80%, there are still some menus and UI in the original language, but it is still quite usable.

It is possible to change the display language in Windows.
Being bilingual in French and Japanese, I had in the past a Win98 that could display in either language. You had to go through the control panel and restart the computer. You could find all the necessary files on the MS website.
Sorry, I forgot the procedure... but I want to give hope to those in need, and especially to stand against those who, knowing nothing, talk nonsense on the forums!
It's also possible on XP; I have colleagues who have done it.
However, I also don't know the procedure, but I was told about a MUI (Multilingual User Interface) available on the MS website... As you can see, I haven't done this procedure yet since I don't have French accents ;-)
