Local call rates

Hello,
I discovered this morning an out-of-bundle charge in my consumption tracking for my mobile plan. Surprised, I called my operator to find out which numbers this corresponded to.
To my surprise, I realized that it was EDF and my insurance that I had indeed called at length (with the wait time... not surprising) this weekend.
I saw that on the EDF website, the call to 3929 was specified as "at the cost of a local call unless a surcharge is imposed by certain operators." On the other hand, it is impossible to know which operators impose a surcharge... Do you think I can make a complaint?
For my insurance, the number specified in my contract simply indicates "price of a local call." My operator told me that the mentions "price of a local call" only apply to calls made from a landline or a box. Since this is not specified by my insurance, do you think I can make a complaint? In my opinion, it should be clarified with a small asterisk: "only from a box or from a landline." But that is not the case.
Thank you in advance for your help

Thank you, I reposted it over there.
Anyway, they're all thieves. For them, a local call means nothing at all; it's a call charged according to their whims! It's unacceptable, but nobody does anything. I've never heard about these problems from consumer protection organizations!!
I prefer sending faxes; it's cheaper for me, but these ISPs need to provide their fax number!

Manon
