Local call price = free?

Hello, I have NeufBox with unlimited calls to landlines and over 10,000 destinations and all that blah blah for €29.90 a month.
Now, I often see phone numbers starting with 09 or 08 or whatever that say "Local call rate" or "Non-surcharged call."
I would like to know if I call these numbers, do I pay nothing?
