Help! The scanner won't turn on! Is it fried?

Hello,
my scanner won't turn on anymore, as if there's no power going through!
how can I tell if it's burned out?
how can I know if it's just a part or a component that needs changing?
my scanner is a Hp Scanjet 5470c (it's been out of warranty for a long time)
Serial number: CN21F16067
my computer is a Fujitsu Siemens
I'm on Windows XP (pack 2)
here's what happened: I turned on my scanner. the computer didn't recognize it ("scanner not found"). this has happened several times before and the solution has always been to unplug and plug the USB back in. this time it wasn't enough. so I turned off the scanner, then unplugged it from the USB and the power outlet, restarted my computer, reconnected everything and then... the scanner doesn't turn on at all! as if it had burned out.
also, it's like my scanner has disappeared from my computer! I can't see it either in my computer or in the device manager!
I completely uninstalled and reinstalled it but it still won't turn on!
I contacted Hp to ask for help, to no avail! They sent me back to their website. On that site, the only information I found regarding my problem is that the failure comes either from:
- the power module
- the cord
- the scanner
it's crazy how much that helps!!!
If it were a software issue, I might have found a solution, but if it's hardware-related, I know absolutely nothing!
I also can't afford to take it in for repairs.
If it's just the power cord that needs to be changed, it would be cheaper for me to buy a new one.
So I'm reaching out to hardware experts to help me solve my problem. It's quite urgent because I need this device for my work.
If any of you could at least explain to me how to test the scanner to ensure it has burned out or explain how to open it and tinker with it (if possible, of course) to diagnose the failure, that would be really nice!

Configuration: Windows XP Firefox 3.0.10
Liens connexes:
- my computer no longer recognizes my scanner
- pilote scanner genx 600DPI S/N : 571D6B038628
- Scanner App Issue (Microsoft Store): Scans only in black and white
- Opticslim 1180 scanner issue: it no longer scans the entire surface.
- The CanoScan LiDE 300 scanner is not working anymore...
- Epson XP-3205 printer scanner not working.

Do you have the ability to check or have the output of the power supply checked?

Of course, the first thing I did was check that my device was properly plugged in, using different wall outlets.
Otherwise, yes, I noticed that this site is not a workshop, but it is still well-known and frequented enough for at least one experienced person or a technician to see my message and guide me in my approach!

The hardware forum deals with this kind of issues, but what do you want us to say other than what seems obvious? The only viable option is to take this scanner for repairs, unfortunately.
It's impossible to test your power supply from here.
This forum mainly deals with proper installation and troubleshooting of device drivers, thus focusing on the software troubleshooting of hardware.

Don't take it the wrong way, but I doubt anyone on this forum would tell you: go ahead, plug your scanner into the socket, open it up, and stick a screwdriver anywhere until you feel if there's some juice. Remember that there can be serious consequences to tampering with electrical equipment, even when it's off.
Let someone who is used to this kind of work handle it; 220V in your fingers is no joke.
