Hello,
I have a payment problem with PayPal. I won a bid for a laptop on eBay.com, that is in the United States, and when I tried to pay on PayPal, it tells me this message: "Your card ending in ***2 cannot be processed. Please select another funding option or add a card to complete your payment."
I wanted to know if this is because it’s a large amount of €915 and my credit card is refusing the payment, or if it comes from PayPal.
I have a verified PayPal account.

Don't forget that credit card payments have a limit per week/month for most banks. If the total amount of your credit card purchases exceeds this limit, your payments will be declined by your bank. Using PayPal won't change anything unless the PayPal account has funds (I'm referring to PayPal, not to a bank account). This is what happened to me at the beginning of my adventure on eBay. Reach out to your bank advisor to increase these limits, and everything will be sorted out.
It's a scam that is most often carried out by Eastern European nationals and sometimes by people from sub-Saharan Africa. DO NOT RESPOND, THEY WILL EMPTY YOUR ACCOUNT and will also make purchases using your credit card information.
Conclusion: Put it directly in the trash (click on "delete this message" or equivalent).
Have a good day, and in the future, always discard emails like this because no bank or credit organization will ask you to verify anything via email, IT'S ALWAYS A SCAM.

They called me saying "sir... We're blocking this amount..." Right now, I have 12,500 euros blocked for 60 days; they will return it to me after 60 days, but taking from me... Every day! Without my consent, obviously! They promised me that by improving our dispute situation, they would remove this reserve!
But how do you expect to have fewer disputes when you cannot pay your suppliers because the money is blocked by PayPal... I now have a large number of disputes; if I had this money that belongs to my clients and my company, I could deliver to these clients without disputes...
One month later, I have improved my dispute situation... I sold my personal car for 5,500 euros to reinvest in the business... No news from PAYPAL who promised to call me back... No unlocked money!

You didn't have to repay an amount you had already paid and which was pending. You should have contacted PayPal, multiple times if they didn't respond, or called them as well, but under no circumstances should you have repaid twice only to complain later.

I don't know about the gift cards. However, regarding the issue with the card rejected by PayPal, I think I have the solution.
My problem was that my bank had given me a new contract for my account, which cost less per month, and they issued me a new Maestro card. I had always used PayPal without any issues with a Maestro before.
Now, I can't add the card or even use my 4-star 3Suisses card since it was supposed to be linked to my bank account.
So, I go to PayPal, under preferences, then "add or modify a bank account," and I see it says next to my account number: "unverified." So I suppose I need to print the direct debit authorization again, hand it to my bank, and then I can use my card again. I hope it works.
The worst part is that I wanted to pay for an eBay order for ink cartridges, and I can't print the authorization, which is annoying; I’ll have to send a check...

PayPal is asking me to link my card with a 4-digit code that I do not have yet (it shows up on my bank statement, which I won't receive until the end of the month). I know my transaction was declined because I just returned from vacation, and the weekly payment limit for my debit card has already been reached. So I have to wait until Monday for it to reset to zero so I can make payments again.
So, to summarize, if PayPal is asking me to link my card because it couldn't be processed, it's because I can no longer make transactions due to the spending limits being reached.

I removed my father's credit card from my PayPal account because my father created one without it. Now, when he wants to pay for his purchases with his card, it says that his card has been blocked by the issuing bank. We have checked whether the card is blocked or not in a store and at the post office, and the card works perfectly. If someone knows where our problem comes from, I thank you for informing us.

My problem with PayPal is that an hour ago I bought a $100 Visa gift card to make a purchase of $52 USD through PayPal, but PayPal is telling me that I cannot perform this action on the card I selected.
