There is a clickable link between two paragraphs, but apparently, it leads nowhere except to a sentence saying that the site is down.

We have recently noted that one or more attempts to log into your PayPal account from a foreign IP address and we have reason to believe that your account may have been compromised by a third party without your authorization.

If you recently accessed your account while traveling, the unusual login attempts may have been initiated by you. However, if you are the legitimate account holder, click on the link below to log into your account during the mentioned timeframe.

I also received this email, it's a scam I'm sure of it, I received it 2 more times!

It's called phishing.

This version is very clumsy. Generally, the link provided in the email points to a site that mimics the layout of the real site and encourages you to provide confidential information.
