I use voipbuster.com, I call all over Europe for free, it's 10 euros for 110 days I believe. I also have 2 virtual numbers, since I don't live in France, people can reach me on a landline in France and Belgium. It doesn't always work very well on the incoming side, there's noise on the line, sometimes it rings busy for several days. However, it works really well for calling abroad.

Having tested voipbuster.com and all its clones, I can tell you that you REALLY have to want to save barely 1 cent per minute compared to other operators. As Fabienne says, it often sounds busy, the line drops, etc. Personally, I've tested Allobox.net which has really low rates and a quality similar to the usual landline. They changed the website and unfortunately, I haven't been able to recharge for a few days now. I called them and they told me that "payments are under maintenance" and that "you can invite friends to call them for free." We'll see how this evolves...
