I found what was blocking my download. It's WMPNetwk.exe. It's Windows Media Player that analyzes MP3 files to find the information and album covers, apparently.
I found this out thanks to the method explained above for Unlocker.
To disable WMPNetwk.exe, go to Start and then Run...
Then type services.msc, and you should see Windows Media Player Network Sharing Service
To disable it, double-click on it and choose Disabled.
For now, it seems to have resolved the issue. I guess since almost everyone has Windows Media Player on their PC, it must often be the problem!!!

I have the same problem and I just found the solution: download Unlocker and unlock the file or folder (located in the uTorrent downloads directory)!

For my part, it worked. I had the error in uTorrent that said it referred to a process that was already active. I was in "*?%$ because I was at 99.9% download (lol).
I calmed down and did some research. With Unlocker ( http://ccollomb.free.fr/unlocker/unlocker1.8.7.exe ), I right-clicked on my "Downloads" folder and unlocked everything as ZEck said. Then, I resumed my download in uTorrent and it finished successfully, and I was able to decompress my ISO. (7m:22s) =D

download Unlocker, then install it, and unlock the file or folder located in the destination area of the µtorrent downloads
(for Vista Documents --> Downloads) then right-click on the desired folder --> Unlocker then Unlock All except µTorrent...

I managed to solve this problem on my end with Unlocker as well. It wasn't Roxio that was blocking it for me, but apparently Google Desktop.
Basically, once Unlocker is installed, you just need to right-click on the destination folder of your downloads and select Unlocker from the menu.
Then, after a few seconds, an Unlocker window opens showing each process using the files in that folder.
You just need to select all those processes EXCEPT the uTorrent process or processes, and then click on unlock.
Finally, go back to uTorrent, right-click on your downloading file, and select start or forced start.
It's all set!

Same problem, I just had to change the file name from .rar to .avi and now I can extract it :D Oh, just so you know, I've been testing unlocker for an hour :s

Donc... j'ai la solution.... J'ai installé TuneUp Utilities 2009 et j'ai réglé tous mes problèmes
comme (état du système.performance et maintenance) et j'ai défragmente mon disque (C:)
Donc tout va bien... Je télécharge 42 torrents en même temps.... depuis 4 jours et aujourd'hui il y en a 12 de terminés
J'espère que je vous ai donné la solution

I'm replying a bit late, but for those who have the issue on Windows 8 or Windows 10, here’s what to do:
If at the end of the download it says "The process cannot access the file because it is being used by another process etc..."
It’s "WMPNetwk.exe." that is blocking it.
Just type "service" in the search bar at the bottom left of your desktop and click on it.
Then, look for "Windows Media Player Network Sharing Service"
double-click on it and you will see in the "General" tab
there is "Startup type" and you click on "Disabled"
Go back to your Torrent, right-click and hit
"Force Start"
There you go, the download will finish smoothly :)
Remember to set it back to how it was before, especially ^^

I just resolved the issue:
on my setup, there was a conflict with the Roxio software suite
(info provided by Unlocker)
a little ctrl+alt+del to close the Roxio applications running in the background, and there you go, problem solved

I'm having exactly the same problem and it's starting to annoy me. I'm using Vista, and I can't download a single torrent anymore!
I checked if Roxio was open but I found nothing at all!

Just wanted to say I had the same issue when downloading MP3s.
I downloaded Unlocker, which indicated that it was indeed the RoxioDb9.exe process accessing the MP3 files.
I suppose this program scans for new MP3 files on the hard drive to add them to its audio file database, and as a result, accesses a file that is currently being written to by µTorrent.
I stopped the Windows service "Roxio Hard Drive Watcher 9" (Task Manager > Services tab > Services button). And it seems to work...

Unfortunately, after a few minutes, RoxDb9.exe reactivates and crashes uTorrent with the same message again.
I thought I would try to completely disable RoxioDb9.exe by following your method, but when I open the Task Manager, I don't have a SERVICES tab!!! Only Applications, Processes, Performance, Networking, and Users.
Any help to remedy this is more than welcome.

When this error message occurs, you must first change ports (opening a UDP port is always better).
Then wait for the error message to change; by quitting µTorrent and restarting it, generally, the error message should become: "error: invalid download state, try resuming"
At this point, right-click on the file and select "force start", it will re-download with an (F) in front of it, then wait a few minutes, then right-click on the file again and select "start". And then no more issues, everything goes back to normal.
Maybe it’s not necessary to wait for the message to change, but when I do that, I'm calm afterward, the message doesn't annoy me anymore.
Keep in mind that most of the time, this message comes up on torrents that have no more than 30 seeders... so don't be surprised. Also, think about frequently "updating the tracker" by right-clicking the file as well.

I downloaded Unlocker, "unlock everything," in my Download folder, but it's causing all my previously downloaded files to show "Error: invalid descriptor," and when I force restart the file I'm trying to download, it gets blocked again after a few minutes (with the title message of this topic).

At my place too, right-click > force start... "it's back on". But it's a killer for a download of several hundred MB when it keeps stopping all the time, and you have to restart it manually. I had this problem with scanned ebooks: files in the form (not compressed, so) of directories containing a sequence of image files in jpg or gif (/book1/page001.jpg, page002.jpg, etc.).
What messed up these downloads was an antimalware (in its paid form, i.e., with a module that runs with Windows and constantly runs in the background): Malwarebyte's Antimalware.
Disabling the module solved the issue.
