Dead start, no beeping and black screen.

Hello,
I just signed up and I have a problem,
the computer won't start anymore, the only thing that lights up is the LED and the fan starts running, but that's it, no BIOS loading and no startup... I don't understand, and I know nothing about electronics...
I cleaned it out (haha), I took apart and reassembled the graphics card, the same for the RAM. Nothing... just a neutral whirring from the fan when I turn it on and no reaction from the drives or the hard disk...
My hardware:
Pentium 4
Motherboard Cosmos?
50 GB hard drive
Nvidia GeForce2 440MX I think
It's the stupid marketing from Packard Bell Imedia version Images and Sound...
There you go...
I mainly have questions about repairs in stores, how much does it cost, what are the tricks to avoid being scammed... etc... but I'll come back for now if you have any ideas to avoid going that route, I thank you....

Hello everyone,
I'm posting here for information as I just fixed a PC today that had a black screen and was impossible to restart.
I'll skip the numerous hardware tests that were done before this PC could reboot.
*For your information, here are the symptoms that this PC had =>
it shut down abruptly while browsing the internet, couldn't restart, total black screen, the fans were running, the "Asus" logo was lit, all peripherals were fine, so the problem was either a dead motherboard (very likely) because NO BEEP during the various startups or a dead CPU (possible but very unlikely).
*So here are the two things I did =>
1.) The only thing I hadn't done yet was swap the 2 memory sticks (2* 1GB) from the yellow slots to the black ones, so I did that.
2.) I removed the power cord from the power supply, the motherboard battery, and switched the "CLRTC" jumper to position 2 and 3 to perform a ClearCmos and waited a good minute (at least we're sure).
3.) I left the memory sticks in the black slots, moved the "CLRTC" jumper from position 2-3 back to 1-2 (normal position), replaced it with a new battery (I had forgotten my tester at home), and reconnected the power cord.
Fortunately, the PC restarted (don't forget to take a quick tour in the BIOS to reconfigure the boot settings, language, date, and time...)
I hope this can help you a bit, and take advantage of having the PC open to thoroughly and gently clean the various fans and, for the best, change the thermal paste.

I changed the BIOS, and since then the computer won't start. I want a solution to recover the settings. Plus, I am sure my problem is the BIOS. Please help me!!

THANK YOU!!!! TO YOU, without you I thought my BIOS was dead but I moved the RAM around and poof! my PC restarted. Now the question is why it suddenly stopped working? But well, it restarts, that's already something.
