Red blinking LED on PC issue

Hello,

Here’s the situation: I sent my girlfriend a PC by mail, and upon receiving it, she turned it on and it gets stuck on the graphics card name. It was working perfectly before the shipment!
After this, it shuts down and the LED in the front blinks red. It's a Presario 6198 EA. Is it a power supply problem? Because before the PC shuts down, the power supply fan stops spinning.

HELLO

I also have a similar problem, the power supply LED is blinking

when I disconnect the connection from the motherboard, it works again, but now it's over, it no longer works,

I shorted the green and black wire on the PSU connector without being able to start the ATX power supply

power supply issue or something else??
