Microsoft has fixed a major bug that was preventing enrollment in the ESU program.
This fix is published under the number KB5071959. If you're experiencing issues with ESU, please install the update via Windows Update.

My nephew has the Student version, but the KB5071959 update is not being offered in Update.
Is there a solution to force this update?

If your nephew is the administrator of the computer, has installed all the updates, and is signed in to his Microsoft account, he should be eligible for the ESU program, even with the Education version. Note that he must be on version 22H2 of Windows 10.
However, if his computer is managed by his institution, they will first need to subscribe to a plan for him to be able to apply the ESU program.

Although the ESU program allows you to continue receiving security updates for Windows 10, your old PC is not obsolete and can very well host a new operating system to give it a new life.

The ESU is anyway a false good idea, it’s taking a step back to jump better.
But a number of Linux distributions are becoming more and more user-friendly, such as Linux Mint, without necessarily needing to get your hands dirty with the command line at least initially, and looking very much like Windows in the interface.
Now, if it’s still your old dinosaur, there’s no miracle, it’s still illusory to install the latest version of Linux with all its features on it. -

It seems to me that I mentioned the question in another thread on the same topic (Tahiti) that Microsoft relies on the geographical identification code to determine who is part of the European Economic Area and who isn't, see here in <19> on how to verify it.
This list means that according to Microsoft, the French overseas territories are neither in France nor in Europe.

Microsoft has extended the ESU program until October 12, 2027.
Windows 10 will continue to receive security updates until that date.
To enroll in the public ESU program, you must meet these requirements:
- Be running Windows 10 22H2, including Home, Pro, Education, and Workstation editions (excluding devices managed by Active Directory).
- Have installed all updates via Windows Update.
- Be signed in with an administrator account.
- If you have a local account, you will be asked to provide a Microsoft account at the time of enrollment.
