Black screen with moving cursor

Hello everyone!
Yesterday, when I turned off my desktop PC, instead of shutting down, I got a black screen but I could see the mouse cursor moving (it's a blue circle). I've tried restarting the computer, checking my connections, but nothing works.
I can only see the Windows logo during startup and I can access the BIOS.
I somehow managed to boot it in safe mode with networking and therefore accessed the internet and the desktop.
Then I got out of safe mode using a previous system restore.
After that, it seemed to work normally, I turned off the computer and bam, the problem was back.
So I did the whole process again this morning, but now I can't even go back to a previous restore like I don't have one.
I need help, please, I don't know what else to do.
Am I really going to have to reset the entire computer?

Resetting isn't always necessary, here are a few avenues to explore before resetting your computer:
- Check the hard drive: It might be a problem related to your hard drive. To do this, access the BIOS and check if the hard drive is detected. If not, try disconnecting and reconnecting it or test with another hard drive.
- Repair Windows: Use the Windows installation media to repair system files. For this, after booting from the media, choose "Repair your computer" then "Troubleshoot" and "Advanced options". Then, select "Command Prompt" and type the following command: sfc /scannow.
- Update graphics driver: It's possible that you have an incorrectly installed graphics driver update. Try updating your graphics card drivers.
- Test the memory: Use the Windows Memory Diagnostic tool to test the memory.
If none of these suggestions work, resetting may be a solution, but it is often the last resort to explore as it erases all data.
