Hello,
I have an RTX 4060 Ti graphics card mounted on an Asus Prime H670-Plus D4.
When starting Windows 10 on an NVMe, I noticed that the two fans on the graphics card turn off automatically, while in the BIOS, the fans run without any issues, and the same happens at startup; but once I'm on Windows 10, they shut off.
Is this normal for this type of graphics card?

The operation of the fans on a graphics card is not visible in the motherboard BIOS.
The operation you describe is normal for the reasons explained above by Freddy, and graphics cards have been functioning this way for a long time. As long as they are not under 3D load, there are no fans.

At low temperatures, the fan stops and only starts again around 40 or 50° since the card is not at risk at these low temperatures. It becomes silent and saves a bit of power for the fan. For most people, it heats very little 50 to 80% of the time.
But Windows needs to have started, and probably in the BIOS or at startup it serves as a function check to let them run a bit. It never lasts very long.

I actually did a test on a game with Unreal Engine, the fans on the card do turn on and the temperature does not exceed 40 degrees while gaming... Thank you all.
