PS4 License and Primary PS4 Issue (NP-34958-9)

Hello,
When I logged in at the end of the day after a *** day on my PS4 (Yes, I know, I haven't upgraded to the 5 yet ^^), I found locks on all the games... 3 to be exact... Because it's still a 500GB and I have never bought an external hard drive...
It tells me that a license is required to play a game (All of them)... This one being a free-to-play, I'm starting to wonder..
Anyway, being a good student, I restore the licenses like a good pupil. 730 licenses restored successfully. And still the same problem.
I check that my PS4 is set as the primary console, which it is.
Determined to find the issue, I check the PSN status, everything is fine. I check my PS+ account, everything is fine.
I find a solution online, try it with no results. Another one suggests removing all devices from my account... I think it must be a bug, so I go ahead. On my PSN profile, I disable all devices. I want to set my PS4 as the primary console again...
And then, the drama:
An error occurred.
(NP-34958-9)
This error doesn't exist anywhere online, no one seems to have encountered this problem (apparently), because I've been searching for 3 hours and have no results. Not even a hint.
I installed the games, reinstalled... Nothing works, nothing is functioning!
This is my first post on any forum, sorry if I don’t adhere to some basic etiquette rules (I'm a bit on edge ^^)
But I really need help please. Does anyone know what's happening to me?

Hello, so I've been having the same issue since yesterday and it was really starting to get on my nerves.
So I armed myself with patience and tested a bunch of things:
I changed my internet connection (I set up a hotspot with my phone)
And then I changed my PSN password 3 or 4 times and it worked, I can set my PlayStation as primary again.

I also have the problem, but I feel like Sony isn't trying to do much about it. I'm trying to contact PlayStation support, but it's a hassle. If you have any updates, please let me know.

I've been experiencing the same bug since last night, apparently it's widespread...
I managed to get my PlayStation working again by connecting via 4G, I disabled and then re-enabled my PlayStation as the primary console. When I returned to the main menu, everything was unlocked ????
Let's see when I come back on Wi-Fi...

still not working for me either. at the beginning of the problem, I restored all my licenses because I had a notification saying "check your licenses," then suddenly everything was locked with a padlock. I tried the technique of disabling all devices but nothing worked, and I also tried setting up a hotspot but still nothing :(

I connected using 4G and it works, and then I switched back to Wi-Fi and everything is working for now.

Hello, I just found a solution to the problem.
Use your phone's hotspot.
Set your PlayStation as the primary, restore the license, and then you're good to go; you can switch back to your normal Wi-Fi.

I have a colleague who was spamming the activation on the main PS4 and it worked as well.

Just change the MTU from 1500 to 1473 like back in the days during the previous hacks…
It worked instantly for me.
(Network settings > custom >>> MTU 1473)

It's the same for me since yesterday.
I've tried every solution I could find, but nothing works; there are still locks on all my games except for those with a CD.
I'm about to lose it.

Hello guys, for my part I tried everything, whether it was turning off my router, changing my MTU, changing my DNS, restoring the licenses, launching the PlayStation in safe mode, deleting the devices on my Play from the Sony website... nothing worked except the most random thing, spamming to set myself as the primary. After 15 minutes of trying, I finally managed to become the primary, so if nothing has worked for you, I advise you to do the same as me, it should work, don’t give up.

Do you think it's a PSN issue that needs to be resolved? I tried calling PlayStation support but it took too long for them to call me back. I'll try again tomorrow. Please keep me updated if it comes back for you and if so, how.

Hello, I'm shocked by this kind of question; usually, they date back several years, but when I saw that it was less than a day old and the last responses were from less than 30 minutes ago... ????
Anyway, I have the same problem and I'm trying methods but I'm not succeeding.
Edit: Ah it's good!!! I shared my connection right after restarting the console, and then I tried to set it as the main console, and it worked right away. I might have been lucky, but now it's good!

It worked for me
Settings/Network, then go to Configure Internet Connection. Select Wi-Fi or LAN, depending on the internet connection you have with your PS4. Then enter the following settings – IP address setting: automatic / DHCP host name: Do not specify / DNS settings: Manual / Primary DNS: 1.1.1.1 / Secondary DNS: 1.0.0.1. Alternatively, you can try primary DNS: 8.8.8.8 / Secondary DNS: 8.8.4.4 if that did not work.

I had the same problem, everything is sorted out for me now, but I even reset my PS4 for nothing and lost my saves, but it's okay, the main thing is that I can enjoy my games again and it will keep me busy redoing everything lol and how about you, is everything good?

I also have the same error code as you and I have locks on all my games, it's driving me crazy. I've tried everything but nothing works. I think it's just a PSN server issue and once it's fixed, it'll work again.

I had the same thing, I tried switching connections from tethering to LAN and WiFi and nothing worked, same with license restoration
So I spammed the activation for about 10 minutes and it worked :)

As far as I'm concerned, I had the problem for 1 hour. I did as I was told and shared my connection with the console... it didn't work. Then, since I was connected by cable, I went to settings and "initialized and restored the default settings."
After that, I reconnected my console to my connection, then I restored the license and reconnected with the cable. I tried, but it didn't work, so I turned it off, and 15 minutes later, I turned it back on and managed to set my account as the primary one.

Hello, so for me I couldn't do it with all the techniques (sharing co, mtu, etc..) personally I changed my password then launched a game (offline PSN!!!!!!!) So not connected to PSN then from within the game I went to connect to PSN then I quit the game and all my games started working again. Maybe the fact of launching a game or staying inside didn't change anything, but in any case I've shared what I did.

Hi, I found a solution to fix the error. You just need to connect your PS4 to your phone's 4G connection. I just did it right now as I'm replying to you and it's working perfectly.
