my hard drive is dead and I don't have a backup of Windows 7 Home Premium OA for Toshiba Satellite L670-14E. I have the key, where can I download an ISO image of this software?

If the old Windows was pre-installed on your computer (computer bought in a store...), then it's very likely that it is an OEM license and in that case, this license will not be valid to activate the newly installed Windows.

It depends on the type of OEM license (excluding those purchased online, which often can only be activated once).
As long as the license was of the OEM:SLP type (in French, the "branded" PC activated Windows on its own offline), it's the BIOS that contains the license.

Windows will then reinstall and always automatically reactivate offline whether you format or change the disk, resulting in the same outcome.
In other cases, the management of OEM licenses is by definition the responsibility of the manufacturer and not Microsoft, and in case of activation issues, it's the former that must be contacted (since in these other cases the license is also recorded on the disk and you cannot activate one online without deactivating the other).To clarify the initial question, there is no specific OEM Windows ISO (OA or not) but only one ISO per version and architecture, which the license (and any related functionality limitations) applies to when requested or read during installation.
