Offline mode + Rockstar Game Launcher site inaccessible

Hello, for some time now I haven't been able to connect to Rockstar Game Launcher, an error message "Offline mode cannot establish the connection" keeps appearing.
So I've tried everything: deleting the Rockstar Games folder in Documents, unplugging my internet box until the moment I decided to reinstall the launcher, and since that day, I haven't been able to reinstall it.
When I go to the download pages for the launcher (https://socialclub.rockstargames.com/rockstar-games-launcher), the error message "This site is unreachable" appears.
At first, I thought the site was down, but after more than a week of waiting, still nothing, so I decided to check the site on my smartphone and there the page loads.

Hello, same problem here, there are two of us playing (wifi and Ethernet). When testing my mobile phone as a hotspot, everything works, Rockstar launcher, Rockstar site, and of course GTA 5 story and online. I'm thinking of an IP ban on my box (red by sfr), but I don't understand why, we've absolutely never cheated. I'm trying to reach Rockstar support, if I get a response, I'll let you know.
Hello, I have finally solved the issue related to the IP: you need to change your public IP to resolve the problem. To do this, simply turn off your modem for 15~30 minutes and then turn it back on, and normally the problem should be fixed. Otherwise, you can use a VPN or contact your provider. (I don't think it's really an "IP ban")
I have exactly the same problem, which I solved by using the hotspot on my phone (when it bugged, I was on a 4G box). I advise those who have the same problem to try this :)

Well, personally, I've tried everything: rebooting the box, deleting external folders... but nothing works, even on 4G it's barely usable, I'm really starting to wonder.
