Hello,
I am changing the hard drive on my HP Pavilion 17 notebook PC and I can't start without UEFI to install Windows.
If anyone can help me, thank you in advance.

Hello,
Please specify the exact model... HP Pavilion 17 (...) Notebook PC (after the 17, there are numbers and letters).
Which Windows OS do you want to install?

You indicate...
I am changing the hard drive on an HP Pavilion 17 notebook PC and I cannot start without UEFI to install Windows.

I do not understand this sentence... "I cannot start without UEFI"?

Hello
to boot from the USB key that contains the Windows installer,
at startup of the PC, press the " Esc " key
you will see this:

Press the " F9 " (Boot device options) key
you should see a boot choice menu like this:

Select your USB key, then confirm with the " Enter " key.

I tried all that, but I need to start in legacy mode and not in UEFI.
I even installed a hard drive with Windows 10 on another PC, and it won't boot from the C drive.

If your BIOS is set to "UEFI", your disk or USB drive must be of type "GPT"
If your BIOS is set to "Legacy", the disk or USB drive must be of type "MBR"
The UEFI/Legacy setting is configured in the BIOS settings.
