You don't download an Excel spreadsheet into Libre Office; you download it onto your PC, for example, onto the desktop, and then you open it from there.
Libre Office can open Excel files, but it will cry just like it does for Libre Office files that come from another computer and pose a risk.
Right-click on this xlsx file, properties, unblock.
If just clicking on the file doesn't work, open Libre Office, file, open, browse to the Excel file.
The elevation request indicates that you do not have sufficient rights and may be related to security software; if the problem persists, always right-click on the file, run as administrator.

I only recently became aware of the existence of the elevation request. I had never seen this message before (and I have been receiving this type of file - text or spreadsheet - from my club's secretariat for over 15 years).
When I open the file in Gmail, it is displayed on the screen. But I want to transfer it to a specific folder before printing it. (In this case, it is the notice for the AGM.)
And that is where I am stuck by the message. I don't see how to download it to the desktop.

Whether it's Excel or Word makes no difference, and it's not a desktop issue but Gmail, without knowing whether this attachment is on a PC or a smartphone.

I want to clarify that I want to open this file on my Acer laptop running Windows 11.
I just followed the procedure you suggested ... I'm still getting the same message!
I also downloaded the 3 attachments together (2 PDFs and the docx file, then I unzipped the zip file ... same message!

I couldn't save that file either on the desktop or in the folder.
However, I was able to save the zip file in the folder and then unzip it. But when I tried to open the docx file, I'm still getting the same message.

As I remember, on Windows 10, the right-click and open with option also asks for confirmation at least the first time whether this choice is "permanent": there is a checkbox asking if you want Windows to continue using (the chosen software) to open (the chosen extension).
The other option is of course "on the contrary": I haven't used Google Docs in ages, see if there’s a setting that doesn’t assign it the default docx extension (which is absurd since, online on Google Drive and to edit, it will always have to go through .gdoc, as .docx documents only hold storage interest).

If this owner is Administrator, it is enough to run as administrator; if they are TrustedInstaller, System..., the operation fails, and one must look for other reasons.
I am not familiar with Windows 11, but on Windows 10, we may encounter the setting of installing applications only from the Microsoft Store (disabled) or an organization license: if we have acquired a corporate or university license...., we know it, but sometimes certain "branded" PCs impose some settings, we realize it because, in some Windows settings, we are blocked by "this PC is managed by your organization" (there is of course a way to get rid of it, but that's another question).
In short, I don’t see the connection with Microsoft 365, and the link you mentioned states what I've already said (uninstall and reinstall as administrator); perhaps, hypothetically, being logged in to a Microsoft account could contribute to the mess, we could try converting it to a local account.

We're not talking about the same thing: opening a file with Libre Office that requires elevation is one thing, downloading it does not open it unless the email software is improperly configured, and therefore has no reason to trigger this request unless the email software itself is also subject to administrative rights.

I don't know, the question was asked to you: when you want to save your Gmail attachment (from what, webmail, dedicated mail software, which one?), the normal behavior is to open it if you click on it, save as (without opening) if specified by the specific manipulation in that software (right-click, context menu save as...).
I also don't know if Libre Office is responsible for the elevation request (which I believe): the only way to verify is to proceed by elimination as I've indicated (by creating a Libre Office file yourself, downloading one in a way other than by email, opening it with something other than Libre Office, for example WordPad).
