My graphics card is stuttering

Hello,
I am in distress because my graphics card is stuttering, meaning that, while gaming or watching a video, the image freezes for a fraction of a second and it's very annoying. There is no regularity to the freezes but it happens often. I ran a test on 3DMark to assess the problem and I see that the GPU load is oscillating a lot.
I would like to know if this problem is due to the GPU and how to fix it.
Thank you.

Hello,

Is your freezing issue happening with videos or also in games?

Have you checked your connections? Remove the HDMI or DP cable and reconnect it securely for a good contact. If there's no improvement, it could be due to your graphics driver, as some versions may have issues.

Download the latest driver for your graphics card.

Download and install DDU:

DDU: Cleanly reinstall graphics card drivers with Display Driver Uninstaller

Once you've uninstalled your driver, restart your PC, install the latest driver for your graphics card, choose a custom installation, select what you need, and check the box for a clean installation.

See if the issue persists.

well, it looks less impressive in video but it's not negligible, and regarding the drivers, according to GeForce Experience, Nvidia's software, I have all the drivers up to date and installed, I have an MSI GTX 1660 Ventus XS OC.

I followed the DDU steps by reinstalling the drivers, there are no more issues after that, but
1 to 2 hours later the problem comes back, I changed the location of the graphics card on the motherboard and the problem still persists, I don't know what to do...

Well, if there's some improvement, that's already a win, but it's a shame the problem persists.
Your issue might come from elsewhere; we can have freezes related to the CPU, RAM, temperature, etc.

Is your PC not obstructed by dust? Air vents? Heat sink, etc.? Clean your PC if it's packed with dust.

Check the temperatures of your processor and graphics card, and post screenshots.
Because if your processor overheats, you might experience lag, freezes, etc.

Post your PC specs so I can see what kind of setup you have.

Hello,
Have you thought about checking if an update is available for your graphics card?
