Hello,
My PC has various bugs, I shut it down improperly so the files are damaged, I can't access the Windows start menu and I can’t open Google Chrome, and I have very important bookmarks to recover but I don't know how to do it? To transfer them to another PC

As bazfile said,
The bookmarks are in the Bookmarks file located in the Default folder, here is the path:
C:\Users\your username\AppData\Local\Google\Chrome\User Data\Default
To find it, click "Search" and type: %LocalAppData%
