How to know if the RAM upgrade really worked?

Hello,

I had 2x8GB of RAM on my desktop PC, and I wanted to upgrade from 16GB to 32GB, so I bought an additional pair of RAM. Same model, same brand, same specs (except for the color of the RAM, I couldn't find the same one).

I went to the task manager after restarting the PC, and I don't think the additional RAM is being recognized. It shows "Memory: 32GB," but that's it; I'm still showing used memory: 16GB, and more importantly, I have the same percentage of memory used as before (in percentage, here 31%, which is pretty much what I had before), or maybe it's just an impression.
Check it out:

I have a fairly recent motherboard that supports up to 64GB, and it clearly recognizes the RAM sticks themselves, but how can I tell if they are really working? Do I need to go into the BIOS to enable them, or is it automatic? And if it is working, why do I still see memory x/16.0 GB in the top left corner (in the first image)?

Thank you for your help.

Configuration: Windows / Chrome 76.0.3809.100

right-click on the start menu > run
    type "msconfig"
a window opens > start > advanced options...
uncheck the "maximum memory" box and set the value to zero
    confirm by "OK" then restart

I tried several restarts with different RAM configurations (only old ones, only new ones, both at the same time, etc.)
When I run the PC with only the two new ones, I get 8 GB of RAM (out of 16 GB installed), when I put in both pairs, old and new, I get (as explained in my post) 16 GB of RAM (out of 32 installed).

I conclude that one of the two RAM sticks I bought is defective, which is why I'm only getting 8 GB of RAM with the new ones and only 16 GB instead of 32 when I use them all (as I think it's not possible to have 24 GB (16 GB + 8) of RAM). So my new RAM is of no use.
      Am I right?

I'm going to try to put the old RAMs in the new slots anyway. Maybe it's the slots that aren't working (at least one of the two).
